Construction of TransEuropean Transport Network to cost 600 billion euros by 2020
Overall costs for the setting up of the TransEuropean
Transport Network (RTE-T) will amount to 600 billion euros by 2020, Florence
Bonnefoy, representative of RTE-T with the European Commission on Tuesday announced.
The overall costs of priority projects, over 2007-2013, account for 26 of the
total, namely 160 billion euros,'' said the representative of the European Commission
at the Romanian-French colloquium called ?'Public-private partnership and transport
infrstructure,'' organized by the Embassy of France in Bucharest.
According to the RTE-T representative, in the EU countries the infrastructure
works should focus on priority projects, cross-border transport and the construction
of heavy roads, allowing for the fact that the budget of RTE-T for the aforementioned
period is of 8 billion euros alone (as against 20 billion initially estimated)
and the budget of structural funds bound exclusively for RTE-T of 48 billion euros
alone.
Other sums will be allotted by national funds that stand between 15 and 20 billion
euros a year. In 2020, the RTE-T network in the 27 members states will have to
encompass 94,000 km of roads, 100,000 km. of railways, 409 airports, 10,348 km.
of shipping canals, 404 international ports and 245 river ports.
'Presently, as many as 40 percent of the intra-community freight transport is
achieved on the RTE-T road net and 50 percent on railways,'' said Florence Bonnefoy.
In Romania structural and cohesion funds represent the main financing source of
three priority projects.
'The first priority project stipulates the construction of 3,250 km of roads for
RTE-T out of the 79,454 km. predicted by 2020, about 3,050 km. of railways for
the European network out of the 11,053 km, and 12 Danube ports. Of the 17 airports
that should be completed in the next 13 years on Romania, 10 will be included
in the RTE-T,'' said the European Commission's official.
All these projects will be carried out under public-private partnerships from
structural funds, worth 4.016 billion euros, designed for financing of infrastructure
projects and from private sources because the total value of investments exceeds
9.5 billion euros.

be completed by end-2008
The first 43 kilometers of Transylvania motorway might be completed by end-2008
if the Romanian authorities resolve all problems related to land-expropriation,
communication director with Bechtel company in Romania Bogdan Zgarcitu said.
''If we continue the positive cooperation with the authorities, the first segment
of the motorway might be ready by end-2008,'' he explained. He underscored that
the first segment to be completed in 2008 is 43-kilometer long and stretches between
Turda and Gilau (Cluj County, central Romania); the initial deadline for a 52-kilometer
area (Turda-Gilau plus another 9 kilometres) is February 2010.
Bechtel representatives on Wednesday evening discussed with Transport Minister
Ludovic Orban about the solutions to be identified in order to speed up works
at Transylvania motorway. ''We also talked about a law which should comprise all
lands to be expropriated , which helps us speed things up,'' Zgarcitu said. Bechtel
is working on two motorway segments at the same time: Campia Turzii-Gilau (52
km) and Barcau-Bors (63 kilometers).
The asphalting of the two segments was set for 2009 , after which the road will
be opened to traffic. The segments will be connected in 2010 or 2011 and the works
will start in 2008. The entire motorway (415 kilometers) is to be ready in 2013.
According to Transport Ministry data, constructions works of Transylvania motorway
are estimated at 2.25 billion euros plus extra costs. Bechtel will allot 120 million
euros for construction works this year.

Henri Coanda, Aurel Vlaicu airport merger approved
The merger of Bucharest airports will become operational this May 10, as the shareholders
in Henri
Coanda and Aurel Vlaicu airports approved the merger project yesterday, Rompres
reports. Minister of Transport Ludovic Orban stated that the merger can only benefit
the two airports, with the new company to have a stronger position in the European
airport market.
“Two airports in Bucharest should not be competing, a strategy must be put
together which should take into account the development of the two airports,”
Orban said. The Minister, jointly with officials for the two airports, emphasised
that the new management team, to be appointed by May 10, will draw up a strategy
paper for the development of the new company, and will also decide on a possible
reorganisation of the flights on the two airports. The two entities subordinated
to the company will have common policies in aeronautic safety, quality management,
environment, health, commercial and advertising policies. After the set up of
the Bucharest Airport Company, part of the shares will be listed with the stock
exchange.
The new management team will also revise the market value of tracts of land included
in the company assets. The equity of the Bucharest National Airport Company is
currently put at RON 143.7 M. at present, the Romanian State through the Ministry
of Transport, Construction and Tourism holds 80 per cent of the stock, with the
balance held by “Proprietatea” Fund.
Due to the EU accession, airports in Romania will see an average 30 per cent increase
in passenger numbers, which is why facilities need reorganising. The Henri Coanda
Airport in Otopeni has reported increased traffic figures since 2000. In 2004,
some 2.4 million passengers transited the Henri Coanda Airport, and approx. 3.5
million in 2006 (an over 15 per cent increase). For 2007, the airport management
expects traffic of approx. 4.5 million passengers. Officials for the Aurel Vlaicu
Airport in Baneasa estimate approx. one million passengers this year, about 35
per cent more than in 2006 (700,000 passengers).

Black Sea Defense & Aerospace Exhibition &
Conference
Black Sea Defense & Aerospace - Exhibition & Conference (BSDA) is the
biggest Aeronautics, Defense and National and Private Security Exhibition in Romania
and aims at becoming one of the most important in Eastern Europe and Black Sea
Region.
The inaugural edition of BSDA takes place during April 24-27, 2007 at Romaero
Baneasa in Bucharest and brings together
more than 165 companies from 20 counties on a 10,000 square meters area. The event
will present to the audience exhibits of the international companies active in
fields such as aeronautics, defense and security industry, indoor and outdoor
static display, live military and anti-terrorist demos, military aircrafts, as
well as a complex program of conferences and presentations.
The international companies attending the exhibition include worldwide recognized
producers in the field of aeronautics: Alenia Aeronautica, EADS Casa, Gripen /
SAAB, Elbit Systems
Ltd., Lockheed
Martin. Amongst other international producers there are: Kongsberg Defense
& Aerospace, Aeromaritime SystemBau, Glock, Terma AS, Vaisala, CEFIN (representative
of IVECO Trucks), Sun Communication and many more.
45 American companies will attend BSDA. Most of them will be found in the US National
Pavilion, while the rest are independent exhibitors or have local subsidiaries
in Romania. They will present their state-of-the-art technology, defense, law
enforcement and security systems and equipment tailored to the specific security
needs of Romania and the regional Black Sea market. For instance, at BSDA 2007,
the visitors will see in premiere the tactical vehicle “Grizzly” that
saves lives since it is “immune” to grenade launchers or improvised
explosive devices and features remote-controlled defensive weapons that allow
the operator to remain safely in the vehicle. Another premiere will be the presentation
of the famous HMMWV (Humvee) that has already been purchased by the Romanian Army.
BSDA will be attended by numerous Romanian companies, both manufacturers and service
integrators in all the three industries represented at this event: aeronautics
(Aerofina, Aerostar, Aeroteh, Romaero, etc.), defense (C.N. Romarm, Electromagnetica,
Elprof, I.O.R. etc.), and security (Helinik, Syscom 18 or UTI). Also, the National
Company Romtehnica will bring added value to the exhibition by organizing business-to-business
meetings and discussions with the exhibitors or specialized visitors from abroad.
BSDA is organized with the official support of the Ministry of Defense, the Ministry
of Administration and Interior, the Ministry of Economy and Finances, the Ministry
of Transportations, the National Agency for Export Control (ANCEX), and the Romanian
Intelligence Service. BSDA is the only exhibition in Romania that was granted
official certification by the US Trade Department and the support of the US Embassy
in Bucharest.
